where should I register my trailer?

I live in VA and have property in WV. I'll use a trailer to move stuff between the two places. Any suggestions on which state would be more advantageous to register a trailer?

Old thread but I'll throw my $0.02 in...
WV has permanent plates for trailers capable of hauling 2000 pounds or more. They're $51 and non-transferable, but the trailer has to be inspected yearly but if VA isn't aware of that you may get by with it. Otherwise standard plates are $27 every 3 years and don't require yearly inspections. Right now we're in the 3rd year of the 3 year renewal so they're only $9 but I'd put it off till 1/1/14 since $9 would only get you a couple months at this point.
